When is it age appropriate to remove the latches or safety locks from cabinets

My older two are 17 and 19, so it is been too long to remember, but my

younger two (twins) are 3.l have recently painted my kitchen cabinets and

lock l had looped on the outside handles will cause wear on the new painted

thinking about have my husband put an inner lock on just those two 
cabinets.
Yes, two small children is why l am waiting on a new

Noithing we ever used worked, my daughter was very good at

figuring them out. I can remember her dad trying to get into a cabinet

Thats still young enough to get into stuff not realizing it is

harmful. Messing the paint on two cabinet doors is nothing major and can

are gonna get scratched, scuffed, spilled on, and all sorts of other

stuff. If it is really such a hardship to keep the lock on, move these
